Hyderabad, Jan 11 : Andhra Pradesh Chief Minister K Rosaiah, in principle, today agreed to major health sector reforms like new procurement policy, new sanitation policy, PPP Policy, AP Health Sector Reforms Project (DFID), additional PG seats, new medical colleges and restructuring of Indian Institute of Health and Family Welfare (IIHFW).According to a press release here, Mr Rosaiah held a review meeting on health sector reforms and on improving government hospitals at various levels with ministers and officials at Secretariat.
It was decided to constitute Commissionerate of Public Health and Family Welfare to realign jurisdictions of public health institutions and prepare a comprehensive Human Resourse Policy. One of the main reform was to have biometric attendance system to contain absence of doctors.
The new procurement policy was aimed at improving the availability of drugs, medicines, consumables, surgicals, diagnostics and surgical equipments with increased budget outlay and streamlining of specification and technical evaluation and focus on maintenance responsibility.
The Chief Minister was informed that 111 hemo-dialysis units were being established on PPP basis in ten government hospitals.
The new sanitation policy, includes sanitation management to be entrusted to experienced companies through open bidding with district as unit for integrated management of sanitation. APHMHIDC to be the nodal agency for bid management and selection of sanitation agencies for all districts and tenure of contract likely to be three years.
The Chief Minister asked the department to scrutinise the 47 pending applications for new private medical colleges and submit it to the Centre.
It was decided to designate the IIHFW as a nodal centre at state level for research, training and consultancy and to establish a hierarchy among the training institutions,to merge four male and four female Regional Trainning Centres (RTCs) in four locations into eight common RTCs in eight locations, to reorganise governance structure of the IIHFW and provide true autonomy and strengthen and rationalise staffing pattern and qualifications, to appoint eminent professional in Public Health as full-time Director and to integrate RTCs and District Training Centres with IIHFW.
The Chief Minister also agreed to the proposal to upgrade and hand over the NIMS University at Rangapur in Nalgonda District to the Union Government to run it on the lines of AIIMS, the release added.
